Both of these 1963 covers are by Kirby and Ayers. The stories they promote were drawn by Joe Sinnott and were written by Robert Bernstein.

Bernstein was a writer that I was a fan of as a child even though I didn't know his name. The barbershop where I started reading comics had a massive collection of old DCs, mostly the Superman titles. Many of the short stories were by Bernstein including this 1961 Swan-drawn one.
